Speaker Bio

Fennie Wiepkema is a psychologist, founder, and systems innovator with a mission to transform mental healthcare from the inside out. Her work bridges frontline practice, digital infrastructure, and system reform — all in service of one goal: care that is accessible, accountable, and built to deliver outcomes that last.

Her journey began in the UK, where she helped shape digitally enabled care pathways in the NHS’s IAPT programme and led an eHealth platform focused on data-driven, stepped care delivery. Upon returning to the Netherlands, she designed and scaled an on-demand treatment model that doubled capacity while maintaining high clinical standards through a fully remote workforce, pioneering hybrid mental health care well before it became policy.

Fennie now develops next-generation infrastructures and care models that connect every level of support — from prevention to intensive treatment — through just-in-time, intelligent pathways. She envisions a mental health ecosystem where evidence, lived experience, and technology converge to meet people where they are — and where sustainable outcomes are the norm, not the exception.

She is a Global Leadership Council member at eMHIC and an expert advisor to Dutch mental health services through Project Doorbraak, supporting the implementation of transformative, digitally enabled care aligned with the ambitions of the national Integrated Care Agreement.
