Samuel is Manager of E-Mental Health at the Mental Health Commission of Canada, where he leads the implementation of Canada's First E-Mental Health Strategy. In this role, he leads the assessment process for mental health apps through Canada's first assessment framework, leads the development of guidance for the use of AI in mental health and substance use care, and supports the implementation of e-mental health solutions, including through the National E-Mental Health Collaborative.
A fluent bilingual Loran Scholar and certified health executive (CHE), Samuel is a healthcare leader who brings over 15 years of experience spanning federal and provincial governments and the pan-Canadian not-for-profit sector. He specializes in knowledge mobilization, program management, business development, policy development, and public affairs.
Throughout his career, Samuel has worked across foundational mental health portfolios that are critical to system transformation, including measurement-based care, recovery-oriented and person-centered practices, quality improvement, suicide prevention, and psychological health and safety. He excels at building collaborative partnerships and translating complex policy into impactful programs. His track record is distinguished by his ability to drive system-level change through strategic stakeholder engagement and evidence-based program implementation. He holds a Master of Public Health and Social Policy, a certificate in legal aspects of Canadian healthcare delivery, and is an active member of the Canadian College of Health Leaders.
