Joseph is a Senior Manager in the Mental Health Education team at the Health Promotion Board (HPB), where he leads national efforts to improve mental health literacy and build a supportive culture across schools, workplaces, and communities. He spearheaded the development of HPB’s peer support training programme, aligning it with the National Mental Health Competency Framework, and has designed and developed the curriculum for different settings. He also oversees the digitalisation of these programmes into engaging e-learning modules to extend their reach and accessibility.
Joseph serves as the secretariat of the MindSG committee, where he manages the development of MindSG—HPB’s national mental health resource platform. In this role, he coordinates content reviews, aligns stakeholders, and ensures the platform remains accessible, relevant, and evidence-based.
Drawing on his background in nursing and counselling, Joseph brings a unique blend of clinical expertise and psychological insight to public health education. He ensures that HPB’s content and training are grounded in research while remaining practical for laypersons. His work bridges clinical knowledge, behavioural science, and ground-up engagement to strengthen the nation’s mental well-being through collaborative and strategic initiatives.
